Consumer elects District I Director
Two thousand nine hundred eighteen (2,918) member consumers or 41% of the voting population exercised their right to vote in the Directorial Election of Cagayan II Electric Cooperative, Inc. (CAGELCO II) for District I held last March 14, 2015 covering the municipalities of Claveria and Sta. Paraxedes.
It was a battle between Mr. Marvin Velasquez, a registered electrical engineer and Ms. Mary Ann Canosa, a retired employee of CAGELCO II who took the challenge to represent the member-consumers of District I.
As early as 7:30 in the morning, member consumers went to their assigned precints to cast their vote to show support on their chosen candidate. Some MC’s believed that this election will be able to help them bring their concerns to the Cooperative. “Para may tutulong sa problema namin sa kuryente”, Arseli Rodrigo, a voter said.
At exactly 3:00 pm, 22 voting centers simultaneously opened the ballot boxes and counted the votes headed by the Chairman of each Precint Election Committee (PECOM) who were public school teachers of the said towns.
As soon as the counting was finished, District Election Committee (DECOM) led by Mr. Fredelino Agpuldo, DECOM chairman, together with his colleagues, Mr. Joseph Tumaneng, secretary; Ms. Jovy Grace Crisostomo, member; and Mr. Framel de Peralta, member; tallied the votes at Claveria West Central School. Mr. Velasquez garnered 1, 058 votes while Ms. Canosa got a total of 1, 860 votes.
A difference of 802 votes declared Ms. Mary Ann Canosa as the elected director for District I.
Board of Director In Action
To bring CAGELCO II closer to the people is what Dir. Romeo E. Castillejos’ mission as the president of the Board of Directors.
As a retired teacher, Dir. Castillejos reaches out to his former colleagues in the Academe to promote CAGELCO II in high hopes of eliminating criticisms (or may we call it misinformation in the society). He believes that through education, Member Consumers would understand and support the Cooperative’s endeavors.
During the Division Management Committee held last February 17, 2015 at Pattao National High School, Buguey, Pres. Romeo Castillejos made an effort to meet Dr. Gilbert Tong, Schools Division Superintendent of Cagayan; Mr. Jose Talosig, Administrative Officer of Cagayan; and Ms. Marites Llanes, Assistant Schools Division Superintendent of Cagayan.
This act of Direk “Romy” sends the message that CAGELCO II is not only an electric distribution utility but also a cooperative that sustains the community through partnership with different agencies.

CAGELCO II conducts PRE-AGMA District Meeting
Cagayan II Electric Cooperative conducted its Pre-Annual General Membership Assembly (Pre-AGMA) District Meeting in two different locations- Guiddam, Abulug and Punta, Aparri on May 12 & 13, 2015 respectively.
The said meetings aim to inform the member-consumers regarding the conduct of referendum imposed to Electric Cooperatives under the National Electrification Administraton (NEA).
Mr. Roman C. Araño, president of the Electric Consumers Advocate of the Philippines-Mindoro Chapter, carefully discussed the pros and cons of the following options:
- To convert into a Stock Cooperative under the Cooperative Development Authority (CDA);
- To become a Stock Corporation under the Securities and Exchange Commission (SEC);
- To remain as Non-Stock, Non-Profit, Service-Oriented Cooperative under the National Electrification Administration (NEA).
The said events were attended by representatives of the different sectors of the Multi-Sectoral Electrification Advisory Council (MSEAC).
34th AGMA: “Reinforcing Trust; Upholding Transparency”
Cagayan II Electric Cooperative, Inc. (CAGELCO II) conducted the 1st leg of the Annual General Membership Assembly (AGMA) at Sta. Praxedes, Cagayan on May 23, 2015 with Honorable MayorEsterlina Aguinaldo as the Guest of Honor and Speaker. While the final leg was held at Sta. Teresita Municipal Gym, Sta. Teresita, Cagayan on June 06, 2015 graced by the Municipality’s local chief executive, Hon. Lolita C. Garcia as the Guest of Honor and Speaker.
This annual event aims to inform the member-consumers of the Institutional, Technical and Financial accomplishments of the cooperative. It is also an opportune time to recognize the support of the members of the Multi-Sectoral Electrification Advisory Council (MSEAC) as well as consumers who have been prompt to their power bill obligations. The CAGELCO II Sub-Offices are also being recognized based on their System Loss Rating, Collection Efficiency, etc. Among the Prompt Payer awardees present during the final event are Superb King Limited, Sun City Phase II International, Mr.MelecioCostales and Mr. Simeon Israel of LGU Lallo.
One of the highlights of the AGMA is also the induction of newly elected members of the CAGELCO II Board of Directors. Three (3) newly elected directors took their oath of office which commences their term as representative of their respective districts. Ms. Mary Ann Canosa shall be representing District I which covers Sta. Praxedes and Claveria, Mr.ArnelOnza shall represent the member – consumers of District III covering Abulug and Ballesteros, and lastly Dr.Roselily E. Padre, a retired district supervisor of the Aparri East District shall represent District IV covering the Municipality of Aparri.
During the speech of the guests of honour and speaker, they encouraged everyone to contribute for the success of the Cooperative. To quote the Honorable Mayor of Sta. Praxedes, “Angtagumpayng CAGELCO II ay nakasalalaysatiwala at malasakitngbawatmiyembro’.
The open forum was also participated by MCs who took the chance to voice out their observations, suggestions as well as commendations regarding the services of CAGELCO II.
A total of 189 raffle prizes where given away to lucky member-consumers including a 5 Cubic Feet Panasonic Refrigerator as the major prize.
National Electrificaton Awareness Month
Ngayong buwan ng Agosto, ang CAGELCO II ay nakikiisa sa pagdiriwang ng National Electrification Awareness Month na may temang “More Power at 45”.
Taong 1890 nang makaabot ang Elektrisidad sa Pilipinas. Ngunit iilan lamang ang nakararanas nito, karamihan ay ang mga tao sa siyudad. Kung kaya’t taong 1964, sa kagustuhan na mapa- ilaw ang buong bansa, humingi ng tulong ang dating Pangulong Ferdinand Marcos sa Estados Unidos upang mapabilis ang pagsasagawa nito.
Sa isang kontrata ng National Rural Electric Cooperatives Association o NRECA ng Estados Unidos, ito ay naisapatupad. Dalawang Rural Electric Cooperatives ang naitayo. Ito ay ang Misamis Oriental Rural Electric Service Cooperative, Inc. o MORESCO I at ang Victorias-Manapla-Cadiz Rural Electric Service Cooperative, Inc. o VRESCO.
At ito na ngayon ang naging batayan ng iba pang mga Kooperatiba sa ating bansa kabilang na ang CAGELCO II na may tatlumput limang taon (35 years) ng nagbibigay liwanag sa mga kabahayan sa hilagang bahagi ng Probinsiya ng Cagayan at Distrito ng Apayao.
CAGELCO II Coffee Table Book 2012 Launched!
The CAGAYAN II ELECTRIC COOPERATIVE, INC. in its 34 years of existence has finally published a book that retells the story of CAGELCO II in the field of Rural Electrification and beyond. The book, “Lighting the Future, Today!” unveils the travails, growth and maturity of the Cooperative through its conviction and determination to bring light in every household in the Northern Part of Cagayan and Lone District of Apayao for the past three decades.
ISD Manager, BLANDINA Y. MADAMBA, during its book launch on September 01, 2014, proudly presented the book which she described as an emblem of CAGELCO II’s triumphs over failure, success over downfall and victory over obstacles. Ms. Madamba together with CAGELCO II Board President, Mr. Romeo E. Castillejos, visited the Local Government Units within the coverage area to personally give copies of the book to the Mayors as strong partners in our aim to continuously provide efficient and reliable service to our Member Consumers.
The publication of the CAGELCO II Coffee Table Book 2012 Edition was spearheaded by the cooperative’s dynamic General Manager, Engr. Gabriel A. Tordesillas as the Adviser and Ms. Blandina Y. Madamba as the Editor-in-Chief. The rest of the Editorial Board include Ms. Kristine T. Basquez, Mr. Jameel A. Basher, Ms. Krizzia Dale A. Villaflor and Mr. Erasmo S. Madamba as the Editorial Consultant & Writer.

Notice is hereby given that an Ocular Inspection shall be conducted by the Energy Regulatory Commission (ERC) on the assets of the Cagayan II Electric Cooperative, Inc. (CAGELCO II) subject of the instant application docketed as ERC CASE NO. 2013- 080 RC, In the Matter of the Application for Approval of 2014 – 2016 Capital Expenditure Projects and Authority to Incur Loans, with Prayer for Provisional Authority, on July 23 and 24, 2014 (Wednesday and Thursday) from nine o’clock in the morning (9:00 AM) to five o’clock in the afternoon (5:00 PM).

with at least two (2) years experience in Electrical Engineering works or related functions.
with at least two (2) years experience in Civil Engineering works or related functions.
CERTIFIED PUBLIC ACCOUNTANT.
with at least three (3) years experience in supervising financial, accounting, and bookkeeping works or five (5) years total direct or related work experience in similar fields.
Graduate of Information Technology, Computer Science, Industrial Engineering, Math or any related course with at least two (2) years experience in billing operations, or related work experience handling consumer accounts services.
Graduate of three (3) year technical or vocational course; with TESDA Skills Certification for auto mechanic and with at least two (2) years experience in maintenance and repair of light and heavy vehicles.
