September 23, 2026 — A significant milestone has been reached in the franchise journey of the Cagayan II Electric Cooperative, Inc. (CAGELCO II) as its proposed legislative franchise bills were taken up during the Committee on Legislative Franchises hearing in the House of Representatives.

The measures, House Bill No. 9758 and House Bill No. 11197, have passed the committee level seeking to grant CAGELCO II a legislative franchise to construct, install, establish, operate, own, manage, and maintain distribution systems for the conveyance of electric power to end-users in identified areas of Cagayan and Apayao.

HB 9758, filed by Representatives Presley C. De Jesus and Sergio Dagooc, covers CAGELCO II’s existing service areas comprising 16 municipalities in Cagayan to include 4 barangays of sto. Nino and four municipalities in Apayao.

Meanwhile, HB 11197, authored by Representative Eleanor C. Bulut-Begtang of the Lone District of Apayao, proposes the inclusion of additional six (6) barangays in the municipality of Calanasan, Apayao, alongside CAGELCO II’s existing service areas.

Representing CAGELCO II during the committee hearing were General Manager Engr. Rudolph Q. Adviento, Board President Marilyn B. Donato, members of the Committee on Franchise Application, and its Technical Working Group (TWG).

The committee hearing marks another important step in the legislative process toward securing a clear legislative mandate for CAGELCO II’s continued provision of reliable, sustainable, and responsive electric distribution services to its Members-Consumer-Owners.
